What do you mean? It DID get changed slightly due to the Pre-Season.

ashe's passive is disabled and can not be used in game 90% of the game it is almost like once you use it you cant use it again for 5 minuets at least

No repro. I was just testing some other Ashe bugs in a custom game, and Ashe properly dealt additional damage to targets with Frost Shot.

By "passive" do you mean the Q active Ranger's Focus? It's been changed so that it can only be used when at five stacks.
