[GAMEPLAY] Blitz Knockup bugs on combo

It seems as though with the new patch (5.1) Blitzcrank's knockup is buggy. I know it wasn't turned on, but the streamlining CC part definitely seemed to impact his (E) ability. Grabbing with Q and immediately following up with E is bugged every once in a while. It goes on cool down but is not knocking the enemy up. It does not happen every time, and seemed to occur more at lower levels and around towers if that could mean anything.

A couple instances have been immediate flashes when come in for grab, however, usually they would be knocked up in previous versions. If it didn't land it shouldn't go on CD
