Games don't start and I get put in timeout

I have tried to start a few ARAM games and after waiting for 10 minutes, I leave and try to start another. I got a 15 minute timeout when I tried to start a bot game. Once my time was up to wait, I started another and came to the boards. Someone said to reboot the computer so I left the Q after waiting a minute - literally- and rebooted, came back to doa bot game and now Ihave to wait 25 minutes! Whats going on....
