[CLIENT] Sped up HP+Mana bar flow animations after alt+tab

Basically when you alt+tab the game and have the options for hp+mana bar flow animations enabled, it looks like alt + tabbing pauses these animations. After you alt+tab back into the game, the animations are then sped up to try to catch up to the current 'real-time' animation.

It really isn't a big deal and I'm not sure if Riot can fix this, but it is a bit noticeable and a minor detail that should eventually be addressed.

Steps:

1. Enable hp+mana bar flow animations and minimize game
2. Wait for bit, during this time the animations are possibly paused
3. Go back into the game and animations are sped up to catch up
4. After speeding up, animations return back to their normal playback speed.
