[GAMEPLAY] Massive problems in game

This is a very odd "bug" that I have been experiencing but have never heard of others having before. What happens basically is I lose just about everything happening. When it starts I don't see auto-attacks, abilities, minions or champs dying, gold being gained , or even champions who weren't previously in my vision but then entered. All I see is health bars ticking down and then they disappear leaving a champion standing still. According to my logs of lag(at the end of the video) I have a stable connection and no packet loss. Please help me.

Reproduction: .... uhh... get on my computer and play

Frequency: Typically 2-3 Major instances a game, rarely not any in a given game, many small ones lasting a couple seconds every couple minutes.
