Vladimir's E bug

When I use Vlad's E (Tides of blood) , the movement of the champion becomes unnatural (likes when playing game in high ping). And when using E, sometimes I couldn't use other spell or skills. For playing Vlad, I did re-downloading the Leagues client, but there are still problems.
