Spellthief's Edge bug or simply inaccurate tool tip?

The item tool tip says "spells and basic attacks" grant gold... But this is either not true, or a bug with some champions..

For example, when I am on singed and I drop my slow puddle on them, it does not give me gold. Yet morgana's puddle does..

I understand mine does not do damage, but the tool tip does not say it has to.. The tool tip simply says when I cast a spell against them.. which I did do!!

Please update tool tip or fix bug whichever this is.

Im fairly certain this is the case with many other spells too.

It's definitely intended that it only works with spells that deal damage, and it's always been like that. The tool tip also says that "spells and basic attacks against enemy champions and buildings deal 10 additional damage..." To me that kind of implies that the spell has to deal damage in order for it to proc Spellthief's Edge.
