Uh is this a known bug?

So I upgraded poppy to level 7 mastery a few days ago and at the time it didnt show the animation for it changing from level 6 to level 7 mastery icons and now suddenly today I log in and it shows the congratz pop up with my level 7 mastery poppy. A window saying I had one match left of low priority also showed up, but when I tried to queue for a match I was not in low priority. I think it was sunday or saturday that I upgraded poppy to level 7 mastery and it was also one of the days my pc shut off on me (it did this to me two days in a row and also yesterday, the 22nd, but yesterday I was not in a match thankfully) I never afk, but I cannot avoid some technical issues that randomly happen. I cant play on the new client because if someone dodges when we get in a match then it lags so much that it makes me miss the time to accept the next match. Besides that I would like to know if the mastery upgrades is a known issue. Thank you.
