Frostfang Bug [Client]

As I was playing Ahri Support I started with item 3303 Spellthiefs Edge, which was giving me 5 gold every time I hit an enemy champion or turret. Then after some time had passed I upgraded to item 3098 Frostfang. The problem is that the gold generation had stayed the same, at 5 gold every time I hit an enemy champion or turret instead of 10 gold per hit. I do remember there were some bugs recently with the item 3092 Frost Queen's Claim which made it disabled in game. Is it possible the recent update nerfed item 3098 Frostfang by accident?

I was playing on the NA server.

It is sad that this is not fixed after this 5.16 patch (at least it wasn't written as fixed). It happens to me once in every two games, I play as zilean and I rely on this income pretty much.
