[CLIENT] Fervor changes, twitch changes

According to the tooltip for Fervor of Battle, the new changes havent been made yet. Im not sure if the changes went through or not (havent tested it) but the client doesnt show it. the same issue for twitch's w mana cost (in game) (once again, havent tested)
