Client/Server bug

Literally logging in for 5 mins waiting another 10 to join a lobby cant see anyones name cant even pick a champion in pick phase because the time it takes to get me into the matchlobby the pick phase is already over , cant change masteries and even if i get into a game with good fps and good ping everything freezes sometimes and the things just start losing hp(like i have ping or something when i literally dont).
