Hextech Crafting Chest Bug?

So, i noticed that i have 15 key fragments & i havent been getting any chests. However, my chests go on cooldown in my Profile. For example, 2 games ago i got m y first ever S on Ahri. (I KNOW i havent gotten an S with her because i just started playing her) The chest went on Cooldown in my profile. The gold border appeared around Ahri in my "Champions" & when hovered over the "Chest" icon in the bottom right is there.

So even though every sign that the client could possibly give me says that i have gotten this chest, it has not appeared in my crafting materials. I have restarted the client and it still didnt show up.

i noticed this has been happening for a while (thats why i have over 15 key fragments) all my chest go on cooldown. but none appear. It really sucks :/
