[GAMEPLAY] Ekko's Timewinder (Q) @ 45% CDR

After obtaining 45% CDR on Ekko, his Q will sometimes fail to deal damage if sent out immediately after the cooldown has expired. This only happens for the first portion of the Q animation. On its way out to the enemy it will sometimes go through them and not damage, but on its way back it will do damage.

• This can be replicated by simply using Q IMMEDIATELY after its cooldown has expired while having 45% CDR.
