Insane lag for everyone in-game?

Me and my friend went and queued up for a game (we're still in game as I type this), and everyone in the server is lagging even though my ping says it's constant 25 ms. This was around 22:54 GMT+1 on EUW servers Edit: Now the game disconnected for everyone around 22:59 GMT+1
