Project Jhin Passive Crit Effect Missing?!

For some reason, the passive crit effect (the ghost thingy) is missing on Project: Jhin. Instead, there is just a few, tiny red lines that follow him. Is this intentional? Is Riot adding new effects soon? I hope so because Project Jhin needed new particles on that.
