My friend isn't able to gift me Heartseeker Varus in post screen

After I play a game of Varus with him he never sees heartseeker Varus even though I own the champ and not the skin. This always happens after I play Varus with him. This isn't a post game gifting bug as he got me ez and debonair the same way
