Runann's and hydra not working?

So I've been playing lately and I've been noticing that Runann's Hurricane and Ravenous Hydra are not working properly. Runann's only occasionally is sending out bolts (only when I'm in close proximity to whatever I'm attacking [300 units maybe?]) and never works at my full auto attack range (Kalista). Tiamat/Hydra's passive is just completely not working. The active will still prock when I use it, but the passive is totally useless. Has anyone else experienced this? Any help would be appreciated! :)

Tiamat no longer has passive cleave. Only the Hydras have it. I believe Runaans got it's bolts nerfed anyway.

Didn't know about the tiamat, my bad, but shouldn't the runann's still work at a champion's max auto attack range? I don't see why jinx's would be buying it otherwise...
