Annie "Can't Select Objectives" Bug (can't Q or auto attack Champions/minions/wards etc.)

After the latest patch, I encountered the same issue almost every game.

When I play as Annie in the game, I can't select objectives as I indicated in the title. I don't know what triggers this and I have to reload the game to get rid of this bug.

**In normal case, when I select enemy champs/minions my cursor would become a red sword so that I can select. but my cursor just stay as a hand pointing one direction gesture when I have the bug. **
