[GAMEPLAY] Vel'Koz W doesn't apply passive to Braum with E shield up

As Vel'Koz: when placing a W zone below a Braum with his shield from E active, the initial magic damage and passive mark from W will apply on the Braum but the detonation damage (second damage instance) and passive mark will not apply on the Braum. This bug occurs regardless of whether Braum's E has been "broken" (taken at least 1 instance of damage already) or not.

To reproduce:

  1. Braum casts E in direction of Vel'Koz
  2. Vel'Koz casts W in direction of Braum
  3. Braum is hit by both portions of W damage with shield up

Expected Result: Braum receives a passive mark for each instance of W and damage based on state of shield. Actual Result: Braum only receives a passive mark and damage for the first instance of W.

This bug occurred multiple times in an ARAM match where I was playing Vel'Koz against a Braum, as well as testing the bug in a custom game with a friend. In both cases the bug had a 100% reproduction rate.

In addition, this bug occurred in last night's NACS match between NME and APEX at least once in their second game. I've included a video link below to this bug occurring during that match.

In the clip (at in-game time 24:50), Xpecial's Braum is highlighted by the spectator, so the number of Vel'Koz passive stacks can be tracked. Braum is caught out and Vel'Koz hits Braum with his Q, W (both parts), and E, so Braum should have 1 stack of Vel'Koz's passive on him following this trade (4 total passive stacks applied for one complete passive detonation). However, following this trade and before Vel'Koz ults, Braum has no stacks of Vel'Koz's passive applied to him (3 passive stacks applied total). Slowing the clip down to half speed helps show that the second part of W did not apply a passive mark in this case.
