Tear Stacks on Abilitys That dont cost mana.

you patched the game awhile ago so that tear does not stack on jayce when you use his ult because it doesn't cost any mana, which caused him to get played WAY less then he used to be, which I in favor was cool with being a jayce top main at the time......but then you champion updated nidalee after this stacking tear with no mana cost dilemma, which in fact has been out for awhile now....yet when u are in tiger form with nidalee you STILL stack tear stacks when each of her spells in tiger form cost NO MANA, so it this an exception to this patch or has it just been let go for almost a year now? riot please give me an honest response because I stopped playing Jayce because of this and then later found that this happens with nidalee , then was like okay then it should work on jayce too if they changed it back, but you didn't...so it this just a nerf on jayce that a no mana spell doesn't stack tear or is it a league wide thing?
