cant create league support ticket. getting 403 error.

I'm having serious issues with my league client and can not open a ticket.

I got bugsplat about 10 minutes in the game and I had to use the hextech repair tool to be allowed back into the game. I returned to the match and WON and lost 20 lp. I lost LP DUE TO A LEAGUE ISSUE. All patch I have also had stuttering and freezes lasting up to 10 seconds I am greatly upset that I lost progress for something I could not control after spending so much time and money on this game. I have played for 6 years and am honestly thinking of finally quitting because this keeps getting worse.

IT DOESN'T HELP I HAD TO COPY AND PAST THIS 6 DIFFERENT TIMES BECAUSE IM GETTING A 403 ERROR EVERY TIME I TRY TO SUBMIT A TICKET.
