[GAMEPLAY] Sejuani Frost Stacks Reset On Permafrost Cast

During a blind pick game today as Sejuani, I noticed that when I cast my Permafrost it failed to freeze the Scuttle Crab and reset the passive stacks. They began counting back up immediately as I hit it more, but it died before I could try casting the ability again. Please see the gif I attached for additional details. The match was Sion, Sejuani, Zed, Riven, and Taric (we got the achievement!). Their team was Jax, Nocturne, Ziggs, Ashe, and Thresh (they didn't realize the new meta is upon us). I have not been able to recreate this in practice mode, though I think it may have happened during another game against a champion. I don't remember for sure.
