Replays won't work

Every time I try to play a replay it will stuck on 0% in the loading screen permanently, does anybody else have this same problem? Or is it just me? Any idea of how to fix this? It's really annoying, happens to every replay...

This wasn't happening before 9.21 so I figured it was the patch.

The problem for me was lol skin pro program. If I close it replays run smoothly.

Happens to me as well, but 1 out of 20 replays runs smoothly and if you wait long enough it would start loading and eventually start the replay with 1/2 fps, impossible to watch.
