[Gameplay] Singed's Fling - target champion is not flung backward.

This is a very annoying bug and makes Singed very unplayable at the moment. So, I have tried playing Singed for around 4 times now since I have noticed the bug. Whenever I use my E to fling the target champion,the champion will jump vertically from where they were (or slightly forward) instead of being flung backward into my poison.

This doesn't happen every single time but it was like 7 out of 10 times, so it is very frustrating to lose lane and team fights like this. I have tried to disable quick cast to see whether the way I'm casting causes the problem but disabling quick cast didn't change anything.

I really hope RIOT can fix this bug on Singed asap, because Singed is just so much fun to play and it would be a shame not being able to pick him in the champion selection.
