Nautilus' Passive Not Proc'ing Stun

I was just playing a game of ranked with nautilus. Early in the game around levels 2-3 i noticed my passive's proc was sometimes applying only the damage and not the stun on the first hit. Was random throught out the rest of the game wasn't super frequent but was frequent enough to be annoying.
