[GAMEPLAY] Soraka and Warmogs

I was playing ARAM and I got Soraka (yay...), I went with the Spirit Visage and Warmogs build for the many heals. However, after I bought my Warmogs and raced down to my team and healed them, Warmogs never worked. Unfortunately the game ended before I would try out anything else. (We lost, no health to heal!)

I decided to test it in a custom game. I found that if Soraka has Warmogs and goes to heal someone, if she hasn't taken damage from an enemy champion, then the Warmogs will never start, despite not being at full hp.
