[Gameplay] Jhin's Traps Don't Show A Cooldown When Placed

When I was in game as Jhin, I noticed that when I placed traps that they don't have a cooldown on it. The cooldown bar shows as 120 seconds and doesn't go down. I can see that their is an icon when I click the trap that has a cooldown, but the bar doesn't change.

1. Level up traps (E)
2. Place traps
3. Click on the trap and observe the bar

This seems to happen everytime I'm in game as Jhin. I've tried both Rank and Custom and they both produce the same results. Items and the level of Jhin do not effect the bug.
