IS THIS A BUG?: Can't message one of friends when he is in a game playing

so this is happening to certain people on my friends list and i can message him when he is online but when he is in a game he completely goes offlline for me in friends list and he is online hasn't blocked me because if he did, he wouldn't be showing up in my friends list anymore.
