Youmou's Out of Combat movenment speed bugged

The out of combat movement (OoC) speed for youmou's seems to be still set at 20, instead of 40 with the new patch. Was playing a game and purchased boots of mobility and youmou's. I had 135 bonus movement speed OoC instead of 155. Boots of mobility gives 115 OoC and youmou's is supposed to give 40 but seems to be only granting 20.
