Looks like you were on Patch 5.14 when this occurred. This issue should be resolved with the update for Patch 5.15. :]

Btw can you guys fix a bug where some skins dont show in skin select. For Example Riot Girl is missing and I can't select her :(

Is it possible you don't have that content unlocked? It's a free skin available via Facebook. While free, you'll need to unlock it by liking the League of Legends Facebook page.

Wow, first time anyone from Riot has talked to me directly [check that off the bucket-list (excluding Riot support]. And I do have it unlocked, others have the same problem.

Hm, okay.

If you've done the Facebook steps, the next step would be to contact Player Support so we could take a look at your account and make sure it's unlocked properly.
