Queque screen doesn't allow chat. Bug, glitch, or intentional?

I invited a friend to duo in rank, at the queue screen. The chat is blanked out and doesn't allow people to chat like normally it's suppose to. Clicking on it does nothing. It's not suppose to be like this. Is there a solution or explanation?
