Veigar's Q doesn't proc Muramana

When using Muramana with Veigar's Q, it doesn't apply the additional damage that Muramana is meant to apply even though Veigar's Q is a single target spell. I posted this to reddit but it got downvoted for some reason.

I do have a game replay, but it doesn't show the damage I was dealing to minions so it's pretty useless.

(And yes, Muramana was toggled on).

~~It's not single target. Varus Q is a "point targeted pass-through linear skillshot" (taken from wiki). The Pass Through part is important; it makes the ability essentially multi-targetted.~~
