Bug in the client or something (no idea what it is)

So that link is a screen shot of what happens to me once in a while when im in champ select, i wont be able to click anything and leaving gives me the 5:oo thing (even though in the end i still get it since i cant actually choose a champion...) this started after season 5 ended and i have no idea what to do. I obviously dont want to wait 5 minutes continuously just because theres a bug or something... already happened 3 times
