A bug With the "Elixirs" !! an easy bug to fix Rito Just fix it

In the last few Patches Rito Allowed us to Buy "Elixirs" while we are dead & it's Cooldown Begins when we Respawn & it's work on Summoner's Rift But in The Howling Abyss (ARAM) it's Not Working yes we can buy "Elixirs" but it's cooldown Begins before we respawn !! I don't Know if this Bug Exist In "Twisted Treeline"

& while u allowed us to buy Elixirs when we are dead why u don't allow us to Buy "Oracle's Extract" !!! i think it's the same Consumable no ?!
