Game was unplayable for all players

I don't know how to describe what just happened. my FPS was 60 but it felt like less than 1. btw all players on both teams were saying they had the same issue. Minions would just pile up in lane and not fight or take dmg, jungle monsters were unkillable. spells were unusable. any action had a 3 second delay. and Turrets did not do dmg. my team ended up leaving and it was just myself connected and their team just grouped mid and attacked towers. here is a screen shot of lvl 4 and 5 champions at 20 minutes in when they just pushed to nexus. we were both able to stand in EACH Others fountain and take no dmg. however fountain did not heal. I lost 16 LP for that "game"
