Black screen

Today i started a ranked game and once i got to champion selection my scrren when black and i lost 3 ip. it was not my internet because i checked at speedtest.net and took a side by side picture of the screen and my scores from the website. I wanted to know how to fix this and if i can get my 3 ip back (i know its not much and if you cant give back ip i understand)
