Bug? @Clearing Camps in the Jungle [GAMEPLAY]

Hello Guys!

I already excuse myself for my bad english you will find while reading my comment.

Lately I have found myself in a awkward situation as I was jungling on the new Patch 5.5. There is the new jungling item called "Bami's Cinder" which deals AoE damage. The problem I discuss is the same when upgrading it into "Enchantment: Cinderhulk". I was asking myself why I often drop my jungle camps to 1 HP before the last autoattack kills it. After some custom games I found out that generally the main monster of the camp CAN'T be killed by neither the Bami's Cinder passive nor the gromp debuff (poison). I was asking myself Is this something Riot intended or maybe some programming bug. When I compare it to the buff of the elder lizard (former red buff) it's quite strange. This buff is able to finish the camps if it deals enough damage.

To me it feels quite strange, why should one buff be able to finish camps but another isn't.

So what do you think is this a bug? Pls write some thoughts below.

This has been happening since they made the new jungle. I think that big monsters can't actually be killed by DoT (damage over time) effects, including Sunfire Cape, Bami's Cinder, the Bladed mastery that is basically a DoT Thornmail to monsters, and also the Gromp poison buff. I think the reason for this is so you don't accidentally steal a buff by walking by it when your teammate is trying to kill it. You drop it to 1HP instead. This way, you have to actively try to kill the monster to steal it.

I think it's because the Red Buff requires you to actually hit the monster, whereas Sunfire, Gromp poison and stuff like that just require you to be nearby or have the monster hit YOU. That's my guess. I think Teemo poison and stuff like that can also steal it, but someone has to test it.
