Morde Ghost can activate Sterak's Gage passive? [Gameplay]

Alright, so I was playing Nocturne and there was an enemy Mordekaiser. He ended up killing me and popped his ultimate on me, so he got a ghost Nocturne and while the rest of my team was fighting, they were trying to take down my ghost from how fed I was and I built a sterak's Gage as one of my items, so when my ghost got to low enough HP, the Sterak's Gage passive - Sterak's Fury activated and it gave the ghost all the benefits of that passive. I also wasn't paying much attention after, but I believe that the ghost was also able to use the sated devourer phantom hit auto-attack proc as well. I'm not sure if this was intentionally meant to be put in the game, but if it was then I must ask, Rito why? Lol.
