Butcher Urgot Bug?

I'm hesitant to put this here because I've seen reports of this since 2012 so it might be intentionall. Anyways, I got Butcher Urgot for the Christmas mystery skin and I can't seem to use it when I play Urgot. I've checked customs, and the only skins I can use/buy are Battlecast, and Crab urgot. Is there a reason I can't use this skin?
