Game won't star for first time, but everytime freeze after login

Basic and not that annoying problem is my game sometimes don't start on the first try and I have to end all lol tasks in task manager, second is my game always freeze PC for 10-30 seconds, skype is only program that seems like not affected by this... youtube, twitch, everything freeze, only skype not. Also pictures on home page never load, but I don't know if it somehow link to that problem ... also sometimes my chat service don't load and I have to restart game, but that seems like completely different problem. Hope I described problem enough, if someone know how to fix this it would be nice... Tried many others topics, but no one helped me... If I missed something you need to know to fix this problem, I will add it.
