I don't see anything.
Unless you mean the minutes+seconds display of the cooldown? That can be changed in your settings when you press esc.
No you can see on the picture, that his ult is 3/4 of it's maximum cooldown. But the thing is that you used your R right before hitting level 16, when you hit lvl 16 you upgraded your R and it gave it a lower cooldown.
