Chat window bug in champion select

When in champion select, if you try to move your chat window it bugs out as shown in my gif gyazo.

Steps to repro:

1.) Get into champion select 2.) open chat in bottom right 3.)Try to pop out the chat window 4.) ????? 5.)Bug fix
