Unable to start a support ticket + Ticket reasons

I'm logged into the website and select a ticket option but unable to start the ticket as I'm 'not logged in'.

Secondly, I would like to submit a ticket as I bought the god king Garen border pack thinking I'd get the border, no where does it state that I must pair this with the God King Garen skin to have the border active. So I would like to request a refund of my tokens as I do not wish to have that pack as I cannot use the border or other contents.
