League Of Legends Client Lagging

Hello guys i have one problem about lol client. I have beast of a pc (i9 9900k,RTX 2070,16gb of ram) and my client is kinda glitchy when im in champ select it goes about 15 fps insted of 60 and its not smoth. I guess its not problem to my pc. Do somebody have fix for this problem ?
