[Bug] [Gameplay] Outer turrets not attacking minions or enemy champions

Hello, name is CreepinCancer, I just recently played a match where the outer turret was not attacking minions, nor was it properly attacking enemy champions who were in range. It was not a visual bug or anything, the turret was literally just not attacking anything. I have no idea how to reproduce this issue, we were facing a caitlyn shen bot lane and i was leona with a vayne adc. The only time I noticed that the turret did start attacking was when an enemy champion hit with a spell. There was another instance where the enemy jungle walked into aggro range, stood in it for approximately 5 seconds, and the turret did not attack at all. I asked the enemy team if they were seeing the same thing, and they confirmed it. This was in a ranked match as well, and if there is anyway to pull the information from this match, or watch footage of it through some form of database, that would be great.

Please do what you can about this issue, because this should not happen ever. Thank you to whoever can help me address this issue!
