Lobby Bug?

Today my friend and I had started a two man ranked queue. We got into a few champ selects, only to be kicked out because someone had failed to lock in a ban and/or champion. Upon the third time happening, we were removed from the champ select and then placed back into our lobby. However this time the queue time was gone, and it just said 'arranging lobby', regardless of the fact that I hadn't exited out of the queue. So I waited a minute to see if anything would happen, and it didn't. Naturally, I left the 'queue' (Which according to my client I wasn't even in). Only to be greeted by a 5 minute ban from even entering another lobby. That's absolutely ridiculous...

Riot you guys have had this in PBE for a long time, there should be absolutely no excuse for things like this.
