Bugsplat still popping up

I have tried almost everything on the forums that says how to fix it. https://support.riotgames.com/hc/en-us/articles/201761974-Bug-Splat-and-Game-Crashes#wq10 shows all the steps to do. I can't get into Directx control panel as I don't have it? Besides that I have uninstalled, reinstalled, repaired, updated everything (which when I had updates it was Lerague, Windows 10, and Nvidia all at the same time.) The updates were on 9/22/16. I played just fine 9/21/16 get home after work on the 22nd and it is still. I have been trying to fix it for over 4 hours on total and nothing has worked. I'm not even a hardcore league player, but I enjoy playing the game.

Any and ALL help is welcomed.

Does anyone have this problem still? I know it's not everyone as I can get online and see others playing, but it's just not letting me get into any game even ones I create. AI am pretty ticked as URF is here and I love playing different game modes when they come up.
