[GAMEPLAY]Mousing over anything in game while other selectable objects move underneath same position

One thing that has frustrated me for a long time is moving my mouse over something to get more info from the popup, only to have that popup constantly disappear if an object in the background moves into the same position as my mouse.

It's much more noticeable in ARAM where it's 1 lane, you've just been given a champ you've never played before, so you buy your things, select your skills, click near the middle of the map (or wherever it's safe), and hover your mouse over your skills and buffs to read what they are while you run, only to have to constantly move your mouse again over whatever popup you were reading because things like the inhibitor, turrets, minions etc, move under the same spot where your mouse is.

I tried really hard to find this problem already, but you know, keywords...
