[GAMEPLAY] Garens perseverance going to cooldown when Xerath abilities strike in proximity

While playing Garen in aram i noticed perseveranced was going into a 4 second cooldown even though i was at full health and no atack had hit me. After a while i noticed xerath abilities were the trigger to that said cooldown just by being near (but out of range).
