strange bug

so it all started when i got a message in the patcher that said "update failed." I had ran into this before, and i knew what to do, so i deleted the "solution" and "download" files. It fixed it, so i logged on. once my game started, however, (a ranked game mind you), in the loading screen all of the champion splash arts except mine, viktors and caitlyn's showed up as blue rectangles. Once the game started, the same thing occurred with portraits and such, and when i pressed B to recall, the message popped up "you cant cast this right now", which makes no sense. I also experienced other random things, like all the shadows at top lane would disappear after they reached about 3 fourths to the right of my screen. What do i do?
